abstract = "Environmental licensing is an environmental policys instrument
which prevents a protection of the environment, responsible to
analyze the environmental viability applied to projects or
activities that use environmental resources and that may be
considered effective or potentially causing pollution or
environmental degradation. The environmental impact assessment is
attached to this procedure basing this decision-making. To do it,
is necessary a relatively extensive database and different kind of
spatial analysis to allow the elaboration of an environmental
diagnostic for the purpose of analyzing the impacts associated
with the projects or activities. Environmental Information Systems
(EIS) can receive, analyze and generate information to support the
steps in the licensing process, becoming an important tool to
support decisionmaking. In this context the present work aims at
structuring a model of EIS to support the decision-making and
management activities associated with environmental licensing in
the state of S{\~a}o Paulo, becoming an important tool for
analysis, storage, management and dissemination of environmental
information. With the study the operation of the licensing
process, the literature on the subject, interview with the
potential users and analysis from another environmental
information systems were identified the requirements, functions
and demands to develop this system. The EIS is based on tools from
geographic information systems, spatial databases structures and
development software techniques.",
